Maureen Evans, Vice President of Government and External Affairs
Maureen Evans serves as Vice President of Government and External Affairs, joining Howard Community College on January 20, 2026. In this role, she leads the College’s governmental relations and external partnerships, strengthening engagement at the local, state, and federal levels in support of HCC’s strategic priorities. She brings extensive experience in government affairs, legislative strategy, and public policy advocacy. Prior to joining HCC, she served as Director of Government Affairs and Strategic Partnerships for Howard County Executive Calvin Ball.
As part of his senior leadership team, she oversaw the County Executive’s legislative agenda and developed essential, bipartisan partnerships at every level of government. She led the coordination of State Legislative Bond Initiatives, Congressionally Directed Spending, and Community Project Funding requests resulting in nearly $30 million in capital funding. Ms. Evans also served on the Maryland Association of Counties (MACo) Legislative Committee and Education Subcommittee, which analyzed K-12 and higher education legislation.
Prior to her role in the County Executive’s Office, she served as Chief of Staff for Maryland State Senator Shelly Hettleman, where her policy research and advocacy focused largely on higher education and reproductive health initiatives.
Ms. Evans currently serves on the Comptroller of Maryland’s Local Government Advisory Council and on the Board of Directors of the Elijah Cummings Youth Program (ECYP). She is a 2024 graduate of Leadership Howard County and recipient of The Maryland Daily Record 40 under 40 Award.
As a former Howard Community College student parent, she understands firsthand the critical role of HCC and expanding opportunities for academic and personal advancement. Evans holds a Bachelor’s degree in Gender and Women’s Studies and Political Science from the University of Maryland, Baltimore County.
