
Gifts and Honoraria Procedure - 63.09.03

At Howard Community College (HCC), an employee can accept an honorarium for work done on the employee’s own time, or if personal or annual leave is taken, provided that the arrangement is allowable under Maryland Public Ethics Law. College faculty and staff are occasionally offered gifts of substantial value ($20 or more) from students, parents or guardians of students, or other individuals, organizations, or vendors that have, or seek to have, a business relationship with the college. Accepting substantial gifts is undesirable and contrary to the interests of the college and its employees. Return of gifts or the refusal to accept the gift should be done promptly and tactfully. Failure to comply with this regulation will be interpreted as a conflict of interest and is cause for disciplinary action.
